[OPS] Partial Outage

    We had a production issue on our database this afternoon.  While the database stayed up, there were some serious degrading going on and could have caused timeouts for requests.

    We are still digging into the root cause (there was more than one).  One problem was that the new database hosts came up and we not properly configured for production.  I'll have more details on Monday.
