EQ2 Forum Torden, Bastion of Thunder: Storm Chase [Duo]

I am either missing something on Oveld Stoemwaker or something else is at play, hopefully, someone can enlighten me. The Rod of Storms reduces damage to him by 10% per rod, ok that's fine. Was killing those. He creates a storm, or he becomes a storm, whichever way you want to look at it... You then have to kill the 'opposite' Torden fire/frost/sand/water-born to create another storm. So the opposites cancel out each other. HOWEVER, I spawned every storm and none canceled out the storm he had... Am I missing something?!"
You don't just create the other storms. There's something more...
