Plane of Magic: I found a mob at -979.57 16.78 1143.69 without any sign of a corresponding tempest ... killed it, had another elemental pop up there a few moments after ... etc ... up through the "riled" mob. The tempest was never visible, and thus there is no chest reward with this spawn point."
I observed this issue locally, on Friday while I was working with the other changes. Sometimes, if the tempest was grey to me, even though it had turned attackable, I was not able to see it. It was very odd, and I had no explanation for it. But once I made all of the tempests wander, this stopped occurring. So I don't think you'll have this issue once my changes hit Test. ~ Kaitheel
